Can an employer request the check be made payable to employee(s) and not the business?

Since some funds may include pre-tax contributions in our system, we are unable to reimburse or reissue a new check to the respective employee. In these instances, employers cash the employer check(s) then decide how to pay the amount to the associated employee.
